Dangerous packaging is inaccessible?

After the Food Safety Law of the People's Republic of China and the Hygienic Standard for the Use of Additives for Food Containers and Packaging Materials (GB9685-2008) were formally implemented in June this year, the "plastic composite film for packaging, bag dry compounding, and extrusion compounding" (GB/T10004-2008) and Sanitary Standard for Melamine-Formaldehyde Products Used in Food Containers and Packaging Materials (GB9690-2009) were implemented in August and September respectively; mandatory national standard “General requirements for plastic disposable tableware” Three standards, including GB18006.1-2009, will also be implemented in the next two years. Dangerous packaging and overpacking that endanger the health of consumers will be intercepted by the "standard door."
How to better implement and implement the above-mentioned related policies and standards, protect the health of consumers, and promote the healthy development of the industry? Recently interviewed industry experts to interpret relevant standards.
Increased food packaging standards, enterprises should improve technology, strengthen industry self-regulation "Packaging plastic composite film, bag dry compounding, extrusion compounding" GB/T10004-2008, implemented on August 1st of this year, for food packaging printing ink standards A higher demand was put forward, which is basically in line with the relevant standards of the developed countries, and is more secure for the health of consumers.
Dong Jinshi, a well-known environmental expert, pointed out that according to this regulation, benzene, toluene and xylene must not be used in inks, and xylene can only be used in paints and adhesives, and the amount should meet the requirements of product standards. According to the current technical level of the printing industry in China, this requirement seems to be too strict for most companies. However, this standard has already passed opinions and monitoring verification. Some companies can achieve technical feasibility by indicating that they can achieve it; those that fail to meet the requirements should improve the technology as soon as possible to prevent the loss of high-end customers.
At the same time, on September 1 this year, investigations into the production, sales, and use of production licenses for food paper packaging, containers, etc. were not conducted across the country.
Experts explained that according to regulations, qualified products within the warranty period can continue to be sold even if they are not certified, but products that have not been certified and have no evidence to prove that their products are qualified or whose production date and shelf life are not clear are regarded as violating products.
Because there are no uniform national standards for paper cups, and the quality of paper cups is uneven, some use recycled paper that is of unknown origin, and some have artificially added fluorescent brighteners that are carcinogenic in order to mask the color of paper, especially the current industry standards. There is no demand for ink, and companies will use benzene and low-quality heavy metals for printing to save money.
According to experts, the national standard "Hygiene Standard for Disposable Cups" has been completed and will be released if it is approved. Some paper cups have no shelf life, some have a shelf life of one year, some two years, some even three years, the experts said, "the company is suspected of disorderly standards," I hope that the relevant state departments to issue paper cup standards as soon as possible, regulate the healthy development of the industry.
The technical requirements for raw materials were refined, and the plastics tableware standard was initially perfected. The “Sanitary Standard for Melamine-Formaldehyde Products Used in Food Containers and Packaging Materials” (GB9690-2009) was officially implemented on September 1. Expert analysis pointed out that even though the new standard imposes stricter regulations on the use of raw materials melamine-formaldehyde resin in the recommended process, it still fails to describe how to detect harmful additives such as urea-formaldehyde resin. Illegal companies and illegal products may continue to exist. At present, nearly a thousand melamine tableware manufacturers in China have only obtained production licenses (QS). Therefore, experts recommend that melamine tableware enterprises that have not obtained production licenses must first stop illegal production and operation activities and pay close attention to the time. Production License.
For the "General Technical Requirements for Plastic Disposable Tableware (GB18006.1-2009), which will be implemented from December 1 this year, experts explained that the new standard specifies the definition and terminology, classification, and technology of plastic disposable tableware. Requirements, inspection methods, inspection rules and product markings, packaging, transportation, and storage requirements; in contrast to the original standards, the new standard does not apply to disposable tableware made of non-thermoplastic materials such as disposable tableware, paper cups, wooden chopsticks, and bamboo chopsticks. At the same time, the new standard revised the classification method, revised the technical requirements for raw materials, increased the different smells in the content of the sensory index, etc., and used the performance test to clarify the scope of application and the number of samples tested, and increased the starch-based plastic disposable Catering starch content requirements.
The scope of the plastic wrap film is expanded; restrictions on overpacking require clear material requirements. Starting from December 1st this year, the "Plastic Self-adhesive Film for Foods" (GB10457-2009) will replace the "20-year polyethylene self-adhesive cling film". (GB10457-1989). A professor reminded companies that the scope of the new standard extends from self-adhesive cling film made of polyethylene to self-adhesive cling film made of other plastic materials, including polyethylene (PE), polyvinyl chloride (PVC), poly Vinylidene chloride (PVDC) resin is a plastic self-adhesive cling film for foods that is produced by a single-layer extrusion or multi-layer co-extrusion process and increases the technical requirements for raw materials.
According to experts, even if it is a PE cling film, its quality is mixed. “Some manufacturers have used industrial-grade or agricultural-grade PE membranes instead of food-grade PE membranes to produce plastic wraps, or to add various plasticizers for cost considerations.” Experts suggest that countries should carry out special inspections on PE cling film as soon as possible. . According to relevant investigations, there are still some foreign-funded enterprises in China that have used the plasticizer DEHA (chemical name: N,N-diethylhydroxylamine, molecular formula (C2H5)2NOH) that has been explicitly banned. Many supermarket chains are still using PVC for preservation. Membrane wrapped foods containing oil, there is a great security risk.
The "Restriction of Overpackaging Requirements for Food and Cosmetics" (GB23350-2009), which will be implemented on April 1st, next year, stipulates the requirements for limiting the overpacking of foods and cosmetics and the calculation method of limit indicators, which include both the porosity of food and cosmetics packaging. The sum of the number of packaging layers and the total cost of all packaging except the initial packaging should not exceed 20% of the selling price of the goods and other mandatory provisions, and includes other recommended clauses.
As there is no mandatory standard for packaging materials at present, "over-packaged goods" began to "make a big fuss" on the packaging materials. Experts suggest that different material packaging requires different processing techniques. In the forthcoming “Regulations for Over-packaging of Commodities”, the type of packaging materials should be clearly defined. It is better to use a single material or a material that can be easily separated to reduce the weight of the packaging. Encourage the selection of heavy or expensive materials such as metal, wood, crystal, and glass.
