Investigations into the preventive disinfection practices in kindergartens across Jiande City reveal a lack of clear responsibility and coordination among functional departments. Currently, child care institutions are supervised by multiple organizations including the Education Commission, Women's Federation, Women's Insurance Station, and the Epidemic Prevention Station. However, due to overlapping jurisdictions and unclear responsibilities, effective management and oversight remain challenging. Different types of childcare facilities operate under varying mechanisms: public kindergartens are directly managed by the Education Commission and follow a structured administrative system led by the principal; factory or mine-run kindergartens are affiliated with enterprises and are subject to changes in investment and personnel initiated by the parent company; private kindergartens, on the other hand, are independently operated and managed by individual investors.
There is a noticeable lack of emphasis on preventive disinfection measures. Many institutions do not have a comprehensive and strict hygiene management system in place. Nurses and staff often lack proper training in sanitation and disinfection protocols, leading to improper use of disinfection methods and inadequate cleaning after procedures. In addition, many kindergartens are poorly equipped with necessary disinfection facilities. For instance, out of 19 kindergartens, 15 classrooms did not have UV lamps installed in their activity rooms, and 10 napping rooms had insufficient numbers of UV lamps. Moreover, the usage of UV lamps was not properly recorded. In some private and small-scale childcare centers, the physical space is limited, with no separate areas for sleeping and learning. These facilities often have large class sizes, significant age differences among children, and a shortage of trained caregivers. The lack of essential equipment such as steam sterilizers further exacerbates the problem, making it difficult to maintain proper hygiene standards.
It is evident that more attention needs to be given to establishing standardized hygiene protocols and providing adequate resources for all childcare institutions. Training programs for staff should be implemented to ensure they understand and can effectively carry out disinfection procedures. Additionally, regular inspections and supervision from relevant authorities are crucial to ensure compliance and improve overall safety in kindergartens.
