A study on the preventive disinfection practices in kindergartens across Jiande City revealed several challenges. The responsibility for oversight and management of child care institutions is spread across multiple departments, including the Education Commission, Women's Federation, Women's Insurance Station, and Epidemic Prevention Station. This lack of clear functional division leads to inconsistencies in regulation and enforcement. Different types of kindergartens operate under varying management structures. For instance, public kindergartens are directly managed by the Education Commission and follow a structured leadership model led by the principal. Factory-run kindergartens, on the other hand, are affiliated with enterprises and are subject to changes in investment and staffing based on corporate decisions. Private kindergartens function as independent entities, with owners responsible for their own operations and maintenance.
Preventive disinfection is not given enough attention, and there is no comprehensive and strict hygiene management system in place. Nurses and staff often lack proper training in sanitation and disinfection procedures, leading to improper use of disinfectants and ineffective cleaning after disinfection. Many kindergartens are also lacking in essential disinfection equipment. For example, out of 19 kindergartens, 15 classrooms did not have UV lamps installed in their activity rooms, and 10 napping rooms had insufficient numbers of UV lamps. In addition, the use of UV lamps was not properly recorded. Some private and small-scale childcare centers face space constraints, with limited indoor and outdoor areas, shared sleeping and classroom spaces, and large class sizes. These conditions make it difficult to maintain hygiene standards, and many lack basic disinfection tools such as steam sterilizers or proper ventilation systems.
The overall situation highlights the need for better coordination among regulatory bodies, clearer guidelines for hygiene practices, and more support for kindergartens—especially smaller and privately-run ones—to improve their disinfection and sanitation protocols. Strengthening staff training and providing necessary facilities would go a long way in ensuring a safer environment for children.
