In order to implement the decision-making and deployment of high-quality development and regional coordinated development, and to promote the orderly transfer and transformation and upgrading of the industry, on December 29, 2018, the Ministry of Industry and Information announced the Catalogue of Industrial Development and Transfer Guidance (2018) 》.
The catalogue not only points out the industrial development orientation of the four regions of the west, northeast, central and eastern regions, but also announces the industries that prioritize development and the industries that guide optimization and adjustment. Among them, nearly 70 regions were required to take priority in the development of paper and packaging industries, and more than 10 regions were required to guide the optimization and adjustment of the paper and packaging industries.
According to the author's statistics, nearly 70 regions (cities, states, counties, districts) in the country are required to give priority to the development of paper and packaging industries. They are:
1. Western plate
Inner Mongolia Autonomous Region: Pulp and Paper (Hulunbeier, Bayannaoer, Erdos City, Manzhouli City)
Guangxi Zhuang Autonomous Region: Paper and paper products (Nanning, Qinzhou, Beihai, Laibin, Guigang)
Chongqing: Paper and paper products (non-chemical pulping) (Jiangjin District, Yongchuan District, Wulong District, Changshou District, Fengdu County)
Guizhou Province: paper and paper products (Zunyi City, Anshun City, Qiandongnan Prefecture, Qiannan Prefecture, Southwest Guizhou); packaging products (Anshun City, Tongren City, Qiandongnan Prefecture, Qiannan Prefecture, Southwest Guizhou)
Yunnan Province: Corrugated paper, boxboard (Kunming, Chuxiong, Yuxi, Qujing)
Shaanxi Province: wrapping paper and paper products (Weinan City, Xianyang City)
Gansu Province: Paper Products and Packaging Products (Dingxi City, Pingliang City, Baiyin City, Lanzhou City, Zhangye City)
Ningxia Hui Autonomous Region: Mechanism paper and cardboard (Zhongwei City), paper and cardboard containers (Wuzhong City)
Xinjiang Uygur Autonomous Region: household paper, paper products, cotton stalk pulp and paper (Changji, Bayin Guozhou)
Xinjiang Production and Construction Corps: Paper and paper products (Tiemenguan City, Kokdala City)
2. Northeast plate
Liaoning Province: special paper, household paper, paper products (Shenyang City)
Jilin Province: chemical wood pulp, chemical mechanical pulp, forestry-pulp paper integration, paper and cardboard (except newsprint, coated paper, white cardboard) (Jilin City, Baishan City)
Heilongjiang Province: composite paper, automotive filter paper, decorative paper, cultural paper, wrapping paper and cardboard (Harbin, Mudanjiang)

Shanxi Province: cultural paper, special paper, toilet paper, cardboard paper, corrugated paper (Changzhi City)
Anhui Province: Wood pulp, paper and cardboard (Maanshan City, Suzhou City, Hefei City, Anqing City, Handan City)

Hebei Province: packaging and decoration and other printing (Tangshan City, Hengshui City, Zhangjiakou City)
Fujian Province: special paper, wrapping paper and cardboard (Quanzhou, Zhangzhou)
Guangdong Province: forestry-pulp-paper integration (except newsprint, coated paper, white cardboard) (Zhanjiang City, Zhaoqing City), high-strength packaging paper and large-scale paper packaging, high-strength moisture-proof honeycomb paper for packaging (Zhanjiang City, Dongguan City, Jiangmen city)

In addition, in the Catalogue, there are more than 10 regions that are required to guide the optimization and adjustment of the papermaking and packaging industries, either to guide the gradual adjustment and exit, or to guide them to no longer undertake. Henan Province: Guided the gradual adjustment and withdrawal of the paper and paper products industry (Luoyang City, Shangqiu City), printing and recording media reproduction industry (Shangqiu City)

It is worth noting that among the regions that prioritize the development of paper and packaging industries, the western sector has the largest number, mostly in areas with relatively backward economic development. In several major paper and packaging provinces, Guangdong was required to develop high-end packaging paper. No region in Zhejiang, Jiangsu or Shandong was required to take priority in development.
As early as July 2012, the Ministry of Industrialization and Information issued the “Industry Transfer Guidance Catalogue (2012)â€. Nowadays, in order to adapt to the new requirements of economic development, we will guide the orderly transfer of industries and promote industrial transformation and upgrading. The Ministry of Industry and Information has also issued the Catalogue of Industrial Transfer Guidance (2018).
