Recently, Shandong Province has established a strict "provincial standard" and it is implemented in three periods: the first stage before December 31, 2006, and the 420m g/L effluent standard for papermaking enterprises; before December 31, 2009. For the second phase, the implementation standard is 300m g/L; after January 1, 2010, the third phase is to implement the minimum emission standard of 120m g/L.
In recent years, with regard to the problem of paper pollution, the state and local governments have introduced increasingly strict new pollution control policies and regulations. In response, the paper industry has become polarized: “small paper”, which is difficult to meet, has “falling off”; and a large number of large companies with good pollution control ability can not only easily “pass the border,” save their right to survival, but also enjoy a small Paper mills withdrew from the market, raw materials and other benefits. China's papermaking industry is dominated by chemical pulping, and its raw materials are mostly grasses and reeds. Most of chemical pulping uses alkali recovery technology to treat pollution. At present, it is difficult to control the paper mills from 5,000 tons to 10,000 tons. Countries within this scale have no requirements for shutting down and it is very difficult to manage them.
For smaller-scale enterprises, such as a recycled paper company with 300 tons to 500 tons, the annual profit is 50,000 to 60,000 yuan, and the cost of pollution control is 60,000 to 70,000 yuan, which has no value of governance.
According to experts, the pollution control investment in the paper industry is relatively large, and new equipment and structural adjustment of raw materials are required. In terms of the ability to control pollution, some large-scale enterprises often do a better job of pollution control workers and form a virtuous circle.
For example, Shandong Huatai Group, its 160-ton alkali recovery project is currently the largest domestic straw pulp alkali recovery project in the same industry, because it uses a more advanced technology and equipment, completely reversed the passive situation of alkali recovery only loss. There is still a slight profit on the basis of maintaining a break-even balance.
Shandong Huazhong Paper Co., Ltd. is also a large-scale enterprise. In the initial stage of the design of the new unit, they proposed the basic parameters of 15m3 of clean water per ton of paper. Shandong Province is a major papermaking province. The output value, profits, and taxes of the papermaking industry rank first in the country. The method adopted has basically been the government's "one size fits all" method of forced closure. As a result, quite a number of companies have become "ups and downs": when the government shuts down 5,000 tons, it becomes 10,000 tons, the government shut 10,000 tons, it expanded to 20,000 tons or even 30,000 tons, do everything possible to escape the fate of being shut down.

A director of the Science and Technology Standards Division of the Shandong Provincial Environmental Protection Bureau said that in the past few years, after the Environmental Protection Bureau shut down companies with a paper size of 10,000 tons and 20,000 tons, the paper production in Shandong Province has not only declined, but also achieved an overall increase. . To formulate this new standard, the Provincial Environmental Protection Bureau has carried out an understanding of some enterprises. Most of the enterprises have expressed their support, especially those large enterprises. Their equipment and technology are advanced, and the use of resources is good. After the implementation of the new standards, the elimination of serious polluting small enterprises and the growth of large enterprises will be beneficial to the society and the effective use of resources can be realized.
The reporter interviewed some of the big companies in Shandong and most of them feel relaxed. Manager Zhao of Huatai Group's Water Supply and Drainage Company (responsible for pollution control) said that there is no problem with the existing equipment to meet the first and second stage emission standards set in the “provincial standard”.
Shandong Quanlin Paper Co., Ltd. is also very confident in reaching the standard. After the company processes the papermaking wastes with a special process, the extracted lignin is directly used for the production of large-scale organic fertilizers, basically achieving zero emissions. Since its trial operation in August 2002, it has passed six months of continuous improvement and successfully passed the Chinese round in February this year. The supervisory audit of the Shandong Auditing Center has become the second paper type enterprise in Shandong Province that has passed this system certification.
Not only in Shandong, but also the actions of small paper mills that have severely polluted the entire country have risen.
In November last year, Henan Province, in order to speed up the structural adjustment of the paper industry, required the relevant departments to close all four types of small papermaking enterprises with an annual production capacity of less than 0.5 tons of waste paper pulp before the end of March 2003.
To this end, Zhengzhou City organized environmental protection, industry and commerce, power and other departments to concentrate their actions and strike out, resorted to the revocation of business licenses, the resumption of permits for discharge of pollutants, the collection of power cuts, water cuts, etc., in a short period of 3 months, in one breath Forcibly closed 47 small paper mills in the city.
In February of this year, the Xuchang Municipal Government issued a document specifically for the straw pulp production line with a pulping capacity of 20,000 tons or less, and the straw pulping method with a pulping capacity of 17,000 tons or less, such as the alkali method and the ammonium sulfite method. Production lines, papermaking enterprises with an annual production capacity of less than 10,000 tons will be forced to shut down and ban, in order to ensure the coordinated development of the city's economic construction and environmental protection. After a month of centralized rectification, a few days ago, 236 "small paper mills" in Xuchang City were all shut down.
The practice of vigorously shutting down heavily polluted paper, such as Shandong and Henan, has actually formed a major climate throughout the country. Some experts believe that this move will undoubtedly play a huge role in promoting the large-scale operation of the paper industry.
